中英社评/全面通关得人心 动感之都迎客来

  国务院港澳办昨日宣布,本月六日零时开始,全面恢复港澳与内地人员往来,取消通关预约安排和核酸检测,恢复内地居民和香港、澳门团队旅游经营活动。千呼万唤的全面通关即将成为事实,这对香港开创发展新局面意义重大,特区政府和全社会需要为此作好充分的准备,特别是在心理方面作出调适,破除三年疫情下形成的“孤岛”心态,以平常心看待游客重来以及因此带来的各种影响,展现香港包容、开放、文明、进步的新面貌、新风尚。

   全面通关是科学决策。在香港与内地首阶段免隔离通关期间,香港确诊个案由1月8日的1万4千宗,跌至近日的3千宗;污水检测数据显示,人均病毒量每公升由330万拷贝减至32万拷贝,下跌九成;输入个案占本地数字比率维持在2.6%左右的低水平,而输入个案中,内地只占16%,反映内地输入的风险低。医疗服务方面,新冠入院人数持续下降。亦因此,香港在上月30日撤销确诊者隔离令。事实证明,首阶段通关安全有序,疫情反弹没有出现,为全面通关奠定了坚实的基础。

  全面通关是民心所向。首阶段通关是有限度的通关,有人数限制,需要预约,开放的口岸也不多,有“到喉不到肺”的感觉。特别是核酸检测费时失事,也不合时宜。本地商家、国际大企业、跨境学童、一般市民以及大湾区建设者们,无不热切期盼早日全面通关。人同此心,心同此理,内地、澳门的民意一样渴望早日无条件通关。

  全面通关是大势所趋。香港的未来在于共建粤港澳大湾区,加快融入国家发展大局,这就需要两地在人流、物流等方面畅通无阻。如今的香港可谓百业待兴,快速复苏需要引入源头活水,而不能单靠香港本地的资源“塘水滚塘鱼”。一方面,香港要走出去,特区官员及商家到全球推广香港的新发展、新机遇;另一方面,香港社会要拥抱八方来客,欢迎他们来港观光消费和商务旅行。当年沙士后,内地个人游政策对香港经济的催谷效果立竿见影,现在香港迎来同样的大好局面。有理由相信,随着全面通关,本地零售、旅游、酒店、交通、饮食等各个领域皆可即时受惠,香港经济将满血复活。

  但毕竟香港在疫情下被迫封闭了一千多个日夜,形同“孤岛”,不少人因此产生“孤岛”心态,安逸于封闭下没有游客的悠閒宁静。曾有人公开声称,疫情下的香港是“最理想”的状态。香港全面通关后,大街小巷将重现旅客摩肩接踵的一幕,商店、公交、食肆等场所将恢复热闹和拥挤,“水货客”也可能重临,一些人在心态上未必能很快适应复常的新形势,更不能排除别有用心者借机生事,挑拨矛盾,破坏香港的发展局面。所以说,香港的全面通关,既是对外口岸的完全开放,也是心态上的对外开放,走出“孤岛”心态,才能拥抱新生活、新机遇。

  心态决定境界,态度决定高度。香港是国际大都会,也是动感之都,人来人往,熙熙攘攘,这本来就是香港常态。两天前,特区政府推出“你好,香港!”大型全球宣传活动,将派发50万张机票,引起积极回响。可以预期,香港旅游零售市道将很快实现快速复苏,动感之都将真正“动”起来。再加上全面通关,激活香港“内通外联”的角色,香港必将实现新的更好的发展!

  Full resumption of normal travel between HK and Mainland wins people's hearts, and the City of Life welcomes guests

  The Hong Kong and Macao Affairs Office of the State Council announced yesterday that personnel exchange between the Mainland and Hong Kong and Macao would be fully resumed from February 6, with quota limitations and nucleic acid testing (NAT) requirements scraped. Business operations for cross-boundary group tours will also be resumed. The long-awaited full resumption of normal travel between Hong Kong and the Mainland will soon come true. This is of great significance for Hong Kong to break new ground for development, hence the SAR Government and whole society must get fully prepared. In particular, psychological adjustment must be made to get rid of the "isolated island" mentality developed during the three years under the epidemic, so that we can take in our stride the arrivals of tourists again and the impacts brought by them, to show Hong Kong's new look and new social tendency of being inclusive, open, civilised and progressive.

  Full resumption of normal travel is a decision based on scientific studies. During the first phase of boundary reopening for quarantine-free travels between Hong Kong and the Mainland, the daily number of confirmed infections in Hong Kong had dropped from 14,000 on January 8 to 3,000 a few days ago. Data of sewage surveillance also showed that per capita virus level had plunged by 90 per cent over the same period, from 3.3 million copies per litre down to 320,000 copies. The ratios of imported cases over local ones remained at the low level of about 2.6 per cent. And of all imported cases, only 16 per cent were from the Mainland, suggesting that the risk of importing cases from the Mainland was low. As regard to medical-care services, the number of patients in hospital due to Covid-19 kept dropping. It was also because of this that the government canceled arrangement of issuing isolation orders to infected persons from January 30. Facts show that the first-phase boundary reopening is safe and orderly and there is no epidemic rebound. This lays a solid foundation for full boundary reopening.

  Full resumption of normal travel is the common aspiration of the people. The first-phase boundary reopening is limited reopening. For, daily quota is set for travelers, potential travelers have to make their reservations online prior to their trip, and only a few check points are reopened. This is somewhat dissatisfactory. Especially taking NAT is time-consuming, inefficient and behind the times. Local businesses, multi-national enterprises, cross-boundary students, the general public and constructors of the Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area) alike, are all eagerly looking forward to full resumption of normal travel. Everybody feels and thinks alike on this matter, so people on the Mainland and in Macao also look forward to unconditional boundary reopening as soon as possible.

  Full boundary reopening is dictated by the general trend. Hong Kong's future lies in co-construction of the Greater Bay Area and acceleration to integrate itself into our country's overall development, which requires unobstructed exchanges of personnel, goods and material. Many things are waiting to be done in Hong Kong today. Quick recovery cannot be made by relying on internal circulation of local resources alone but needs introducing in source of driving forces. On one hand, Hong Kong should reach out, with SAR Government officials and businesses travelling to globally promote Hong Kong's new development and opportunities. On the other, Hong Kong society should welcome with open arms guests from the four corners of the world to the city for sight-seeing, spending or doing business. Years ago after the SARS (Severe Acute Respiratory Syndrome) epidemic, the Mainland's individual-visit policy worked like a charm on boosting Hong Kong's economy. Today Hong King is ushering in a similarly good situation. There are reasons to believe that local industries such as retail, tourism, hotel, transport and catering will immediately benefit from full boundary reopening to help the full recovery of Hong Kong's economy.

  Nevertheless. Hong Kong after all has been in isolation for over 1,000 days and nights like an "isolated island".  As a result, many people have bred an "isolated island" mentality, indulging themselves in the leisurely and quiet life under isolation. Some individuals even openly claimed that Hong Kong under the epidemic was in the "most ideal" state. After full resumption of normal travel, streets will be jam-packed again, shops, public transport facilities, restaurants will become bustling and crowded again, and parallel goods traders may possibly come again. Hence some people may not be able to quickly adapt themselves to the new situation following the boundary reopening. And it cannot be ruled out that some ill-disposed persons may take the opportunity to make trouble and foment disunity and dissension, in an attempt to jeopardise Hong Kong's development. Hence, full boundary reopening is meant to fully open our mentality as well as check points. Only if one can get rid of the "isolated island" mentality, can they embrace new life and new opportunities.

  One's state of mind determines the extent one can reach, and one's attitude determines one's altitude. Hong Kong is an international metropolis as well as City of Life, so people coming and going, bustling with activity is Hong Kong's normalcy in the first place. Two days ago, the SAR Government kicked off the large-scale "Hello Hong Kong" global promotion campaign with half a million free air tickets to be given away, arousing positive responses. Hong Kong's retail industry can be expected to recover very quickly. The City of Life will be truly full of life. Moreover, full resumption of normal travel will invigorate Hong Kong's role of "linking to the Mainland and connecting to the world" . Hong Kong is bound to attain new and better development!
